I'll fight against wrongful detentions, smoke out cultists, and human rights violators - CP Emeka



 The new Rivers State Commissioner of Police, CP Nwonyi Polycarp Emeka, has vowed to

tolerate no corruption among his officers or men in his administration. He has also declared war on kidnappers and cults.

Additionally, he declared that he would not stand for the violation of human rights, wrongful detention, or arrest by proxy.

At his first press conference, held today, Wednesday, at police headquarters in Port Harcourt's Moscow Road, CP Emeka revealed the information.

"My main responsibility is to protect lives and property with humility, diligence, and integrity," CP Emeka stated.I thank the state government for creating a supportive atmosphere for my predecessors, and I ask that they do the same for my administration.

"Let me emphasize unequivocally that I am here to combat crime and criminality while upholding human rights and following international best practices. Dealing with the state's criminal elements will not spare any effort.Cultism, kidnapping, and other crimes are now the target of a total war.I won't hold back in trying to get them out.


He stated that intelligence-led policing is one of his tactics.We will use the technology that is now available and other information sources. The use of special constabulary has been ordered by the DPOs and Area commanders.


He promised to work with the local community. To reduce crime, there will be a relationship with the police, and corruption will not be tolerated.

The police chief explained that in order to accomplish this, his administration will make sure that monitoring teams travel to check on officers.


"No one shall be wrongfully detained while I am in charge.Arresting someone by proxy is forbidden.We will treat the public with respect.Unintentional discharge won't be accepted.Those who break the law will be punished and their DPOs will be questioned.I'll see to it that DPOs and department heads visit their men in their beats.


"Under my leadership, visible policing will be more evident, while standard operating procedure will be widely applicable.I reaffirm my commitment to providing the greatest possible service to the people of Rivers State.

CP Nwonyi Polycarp Emeka, psc, LLB, Ph.D on 25th June 2023, took over the duties and responsibilities of the Rivers State Police Command from CP Okon O. Effiong, psc(+), fdc, who was recently redeployed to ICT Department, Force Headquarters, Abuja.

CP Nwonyi Polycarp Emeka hails from Ezza South Local Government Area in Ebonyi State.

He holds a Ph.D in Applied psychology (personnel Management) from the Olabisi Onabanjo University, Ago Iwoye, Ogun State.

He was appointed into the Nigeria Police Force on 26th June 1994, and on completion of his training he was posted to Cross River State Command.

He has served in various departments in the Nigeria Police Force, which includes:

DCO/DTO, Patrol & Guard, and DTO’s in Cross River State in Gakem, Yakuur, Ikom, Akamkpa respectively. Commander Anti-Robbery in Zone 6 Headquarters in Calabar.

Akwa Ibom, Ebonyi, Imo, Abia and Rivers State respectively from 1996- 2001.

Lagos State Command as DTO, Okiodo, and Victoria Island, D/O -Sogunle, Ops bass 5 and Bravo Apapa respectively from 2001-2003.

EFCC Nigeria: Headquarters of banking fraud, Counter Terrorism, economic sabotage and Intelligence and miscellaneous unit. Provost, banking fraud. Head of Operations, South-South – Port Harcourt – Enugu, North East -Gombe.

He was O/C Joint Special Task Force on Port decongestion EP2 Calabar – 2003-2008 respectively.
